Germany host Luxembourg on Friday and play in Northern Ireland three days later.
Nagelsmann has only two forwards in Maximilian Beier and Jonathan Burkardt in his squad as he did not pick Niklas Füllkrug.
The team gathered on Monday in Herzogenaurach, with a first training session set for the afternoon.
Woltemade is yet to score for the national team in four caps, but has started strongly at his new club Newcastle United with four goals.
