The 33-year-old did not have a reception in the first half.
The Browns lead the Dolphins 17-6 after the first half thanks to a pair of rushing touchdown by rookie running back Quinshon Judkins.
Waller has enjoyed a strong start to his Miami Dolphins tenure over the past three games.
The veteran tight end has caught 10 passes for 117 yards and four touchdowns since making his debut against the New York Jets on Monday, Sept. 29.
