Cullen, 26, scored the winner off the substitutes bench against Portsmouth - only his second goal of the season.
But the Wales international has started just eight games for the Championship side this campaign.
"Liam, as with a lot of players, has this weapon of outside-of-the-box shooting - we need to keep using that and Liam's was a wonderful goal, I'm really happy for him," said Matos.
"It means a lot, especially for a boy like him coming on for this club so I'm really happy for him and I think he deserves that.
"He has that quality, he has that potential. He needs to find this joy again and I think today I'm really happy to see that he found that."
Cullen has been utilised in different positions by club and country.
His goal against Portsmouth came after playing further up the pitch compared to his recent Wales appearances - where he has been used as a midfielder by manager Craig Bellamy.
"I think he can impact well, especially the last third," added Matos.
"Now he moves between the lines, he understands really well where to position himself. But I think he can impact much more of the game and that's what I want from him that he can start impacting the way we build and the way we move.
"I think... because of the way he understands the game, he can play more than one position, that's obvious, but we're going to use him in different roles... and I'm really happy that he could put the stamp with a goal on this performance."
