It came on the second offensive series of the game for the Niners, but the pass from quarterback Mac Jones fell incomplete.

Yes, Kittle is active and in the lineup, he just hasn't been targeted through a quarter-plus. Part of the problem is that the Niners have only had one possession as of this writing and it only went for nine plays and 42 yards.
